Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Immense energy is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the incoming missile won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a reliance that regional partners are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from assuming that the situation will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
